Founding Partner, Director of Research and Analysis
Dr. Dorian Kantor directs research and analysis at Talveris, focusing on drone and counter-drone systems, other security and military technology, armed conflicts, and the regulations and doctrines governing their use. He is an internationally recognized expert on international security, public international law, and U.S. foreign policy; and built the firm's intelligence and analysis tools to track drone threats, drone and counter-drone innovation, and regulatory measures. Educated at leading institutions in North America and Europe, he has taught at universities in five countries, most recently at Freie Universität Berlin and Pontificia Universidad Javeriana (Bogotá). His work bridges academia, policy, and practice: he authored the Contested Skies series - the firm’s landmark study on drone proliferation and criminal innovation in Latin American - commissioned by U.S. Southern Command and published by Florida International University's Jack D. Gordon Institute. He has also advised and trained the Colombian Armed Forces on international law, emerging and irregular security threats, and novel technologies.
Sergio Rodríguez Rojas
Founding Partner, Director of Strategy and Corporate Development
Sergio Rodríguez directs strategic advisory at Talveris, covering capability assessments, regulation and doctrine, institutional design, and specialized training. He leads the firm's institutional engagement with government, industry, and international partners, and its work on regulatory strategy and public affairs. Educated in Colombia and Spain, he holds a degree in political science and international relations from the Universidad Sergio Arboleda and a master's in public management from the Universidad Internacional de La Rioja. He has directed public and government affairs for industry associations and advisory firms in Bogotá, and advises public institutions on policy design and implementation. His work bridges analysis and institutional engagement: he has led advocacy behind amendments to Colombian livestock transport and export regulation, represented the steel producers' chamber of the ANDI through the 2022 tax reform, and contributed to a municipal policy process recognized in 2026 by the National Planning Department.
Daniel Lozano
Founding Associate, Researcher and Analyst
Daniel Lozano Ariza supports the firm's research and analysis work on Colombian politics and security and on unmanned technology. He also serves as the firm’s main administrative officer and coordinates the Collaborative Learning Program, through which Talveris mentors early-career analysts. Educated in Colombia and Italy, he holds a degree in international relations from the Pontificia Universidad Javeriana (Bogotá) and a master's in human rights and multilevel governance from the University of Padua. Previously he researched online radicalization and digital democracy in Europe and the United States, produced analytical briefs for embassies and private-sector stakeholders at Colombia Risk Analysis, and supported asylum seekers in accessing protection and integration services with YMCA Spain.
Juan Diego Cubillos
Junior Analyst and Researcher
Mr. Cubillos focuses on international affairs, political analysis, and diplomatic engagement. He holds a degree in International Relations from Pontificia Universidad Javeriana, with an emphasis on regional integration and development. Mr. Cubillos gained diplomatic experience at the Embassy of Colombia in Germany, where he supported political and regulatory monitoring, institutional reporting, and the preparation of technical inputs for bilateral and multilateral engagements. He also has professional experience in Canada as a Law Clerk, supporting legal case management, document preparation, and client coordination.

Ms. Mejía is a dual-degree student of International Relations and Law at Pontificia Universidad Javeriana (Bogotá), specializing in security, human rights, gender, and peace research. She gained experience at the Jurisdicción Especial para la Paz (JEP), where she supported the Sala de Amnistía e Indulto in the legal characterization of crimes under international humanitarian law. She represented Pontificia Universidad Javeriana at the Inter-American Human Rights Moot Court, where her team earned recognition for the Best Written State Memorial in Spanish. She has also conducted research with civil society organizations on peacebuilding and gender affairs.

Leonardo Carreño Santamaría
Associate Researcher and Analyst
Mr. Carreño focuses on international security, migration, and multilateral institutional dynamics. He holds a university degree in International Relations from Pontificia Universidad Javeriana, with an emphasis on international security and global political affairs. Mr. Carreño gained international experience at the Embassy of Colombia in the Netherlands, where he supported multilateral engagement and institutional reporting, including work related to the Organisation for the Prohibition of Chemical Weapons (OPCW).

Ms. Weber focuses on human rights, migration, social justice, political economy, and international cooperation with a regional emphasis on the United States and Latin America. She is currently pursuing graduate studies at the John F. Kennedy Institute at Freie Universität Berlin. She has experience supporting ESG research and events, financial literacy initiatives, translation work, and volunteer coordination across academic and professional settings.

Mr. Ahmed focuses on U.S. foreign policy, international security, political institutions, and geopolitical relations between North America and South Asia. He is currently pursuing graduate studies at the John F. Kennedy Institute for North American Studies at Freie Universität Berlin, specializing in Politics and Economy. He has experience conducting research on executive power, national security policy, migration, economic development, and the institutional dynamics shaping global affairs.

Ms. Ramírez is a journalism, Political Science, and International Relations graduate from Pontificia Universidad Javeriana in Bogotá, Colombia, with an emphasis on security and data analysis. Experienced in research and analysis of national and international politics, particularly in the areas of migration and armed conflict.
Santiago Verbel

Mr. Verbel specializes in geopolitics, development economics, and global economic history. He holds a bachelor’s degree in International Relations from Pontificia Universidad Javeriana in Bogotá, Colombia, and currently serves as a member of the Government Affairs team at DiDi Global, the world’s largest ride-hailing company.
